Given your criteria, the Keys may be your spot. Travel to the Bahamas will require a passport in January, otherwise I'd recommend that destination as life is more varied. The Spiegel Grove, Duane, and other sites off the keys are good destinations - warm water and fairly inexpensive. Stay at a local motel and hit various dive operators (most offer 1/2 day six packs so you can do 4 dives a day if you're so inclined).
