I presume you are talking about the Monterey commercial boats that
occasionally do a Pt. Lobos dive.

The way these work is that the divers load their gear (less suit
and fins) on the boat in Monterey. The boat and divers proceed
separately to Pt. Lobos. The divers have to pay per car to get in
the gate, unless they walk (which would be nuts), and the divers usually make a reservation. The boats themselves don't pay. The
divers swim out to the boat. Going home is the reverse process.

That ramp can be REALLY slippery. Somebody broke an arm on it
a couple of months ago. The local dive community is organizing a
powerwasher for the park and a railing.
