The last one I was aware of was fairly egregious - the diver had a license and had been cited for 15-16 bugs. I believe the penalty was $500 for the violation (over limit) and $500 for each lobster over limit $4,000 -$4,500, and confiscation of his gear, probably another few thousand. And this guy had his license... Pretty expensive dinner. Stay wet, stay legal.
