What kind of crab is this???? Can I eat?

I am new to diving in the So-cal water. (and this is my first post here) Today, I was diving North of Malibu and found few crabs (and one lobster which I missed to catch... due to my over-excitement).

If anyone can help me, my question is --- after surfing on the we for some time, I still could not tell the name of the crab and whether I can eat or not, what regulation there is, etc.

It looked like a chestnut shape, long legs, about a foot for the total length including legs stretched out, about 4 inches in width, very very slow to move (and hence very easy to catch). The color is... like grayish color. I found them at the depth of 15 ft, about 100 yards away from the shore in the rocky area.

I am sure this crab is common. I just want to know what it is, and whether or not I can eat it, as well as the regulation if any.
