Actually I'd have to disagree with you on this, Elaine. I have seen BSB's swimming near the surface several times although they are most often sighted midwater or near the bottom.

There have been a few BSB's that have entered Avalon Bay and swam in less than 10 ft of water. One was hanging out under the pier and under the Rent-a-Boat float in shallow water. I have also seen several BSB's in shallow water close to the stairs at the dive park.
