There are 13 boats in CA, that can charge a tank higher than 3000 psi, so you may want to factor that into your purchase decision.

A HP steel tank will weigh less than a LP tank, but are you getting a full charge at 3000 psi? I think so, but I'm not sure because PST's web page does not say.

What type of diving do you do? If shore diving, you may want to get a lighter tank to drag across the sand or rocks. Boat diving, you can go with a much larger tank because you're just 10 steps to the edge of boat + one more.

But all in, it's a personal choice. I own a HP tank and really like it. I got a E8-119 and my dives are much, much longer. But would I shore dive with it? Nope.
