"may inspect" is no different than cops who "may inspect" a vehicle, who may search a person, who may execute a search warrant of a premises, who may search a premises without a warrant if exigent circumstances exist, etc....

The authority you used has absolutely nothing to do with probable cause, nor does it trump the Constitution, the Constitution trumps all laws.
