Everybody is right on this one. Dave and I will argue till we are blue in the face, neither of us will convince each other that the other is right. Our opinions are just opinions, neither of them really matter in the long run. Dave is no lawyer and neither am I. We both just do not like each other’s interpretation of the law- big deal.

Just make up your own mind about what the best course of action is. The most import opinion is your own (and maybe the judge). In time, every case will be decided in our legal system- not by some diver dork on this website. Tim, I think you know what the best course of action is for yourself and your divers. If you ever get in trouble, hopefully you will hire a lawyer that thinks like Dave. If you want a poacher to pay the penalty, better hope the prosecutor thinks like me.
