As a former Paramedic myself, maybe I can shed some light. Obviously heroin use...bad. Stopping a resuscitation after 22 minutes maybe... not bad. The brain starts to die in 4-6 minutes. The total "downtime" here is at least 34 minutes. If you do bring the heart back you are in a Karen Ann Quinlan/ Terry Shivo situation. If you arrive to the Emergency Department without a pulse... your DEAD! Nobody survives to discharge. 12 minute response time...bad? Certainly not good. When diving we should not expect a 6 minute urban respose time. Expect, train for, and prepared for a delayed response.
