I don't see sea cucumbers on the list of allowed inverts.

A bit above that in

Article 9.1 Sea Cucumbers
Sections 8405-8405.4

It says what I translate as "sea cumcumbers may be taken if you
have the right permits and follow a bunch of rules."

I can't find any indication that sea cucumbers may be taken
recreationally.
