It's a function of:

fish
date
time of day
location, both generally (what part of the coast) and specifically
(SOME MPAs allow SOME take).
recreational vs commercial

I agree that it's complex as hell, approaching the IRS code.
Careful research is required.

I'm not sure there's any variability for recreational fishermen
on what they can do with the catch. It can be consumed, or given
away. It cannot be sold.
