The letter is probably there to make it easy for them to ensure
that boats are at least aware of the requirements, and probably in
compliance, without doing boardings. How much trouble is it to
write a letter that says "My, boat, Black Dog, is in compliance with ..."? Again, what counts is what's being enforced.

Requiring a BC is protecting people from themselves, and not
necessary. Yes, I believe in Darwin.

Agree about the one shore/one boat dive requirement.

It amazes me that they were requiring O2 in 1974. An attaboy
(or girl) to the LA county supes (and their staff) for that.
