If they are suggesting that no SCUBA or surface-supplied systems are to be used for either sport and commercial divers, there won't be much of a threat to the current populations at Miguel. Plus it would provide food for the less adept GWSs in the area.

As Elaine said, the reds are there but not pleantiful. It is freighteningly poor management to even consider opening it for either sport or commercial. But I would offer that making the take breath-hold only would render the abs pretty safe.

But then we'd have the poachers, commercial and sport both., and they don't follow the rules now...
