I'm absolutely shocked. I'm shocked that anything actually lives in the cesspool called L. A. Harbor. Seriously, probably yet another example of profit dominating concern for the environment that sustains the source of their livlihood (although the blame seems to rest with the processors rather than the fishermen). A $20,000 fine sounds pretty good to me... for each violation!
