It would be very hard to come up with a metric that we would all agree on, so lets be as symplistic as possible.

Millions of people enjoy our beaches and islands every year.

Taxpayers fund the Coast Guard, Port Authority, Harbor Patrol, Fish and Game, boat ramps, beach access, life guards, etc...

Every taxpaying citizen has the right of accountability.

Once again, what is the return?
