Both Monterey ramps are free. You do pay for parking, but at
an lower rate than the non-boating public (truck+trailer is
$12 per day, two cars is 2x$8 per day).

The Monterey Breakwater ramp was significantly upgraded last year,
in part with California Department of Boating and Waterways money
and in part with City of Monterey money.
