The Dive Alert is worthless as a surface signalling device if you are out of air, so a whistle is still a good choice.

Sub Alerts don't make enough noise on the surface to be any use there. I've found that unless you tell other divers that you have a Sub Alert and demonstrate it for them, they won't recognize it as a signal and will ignore it.
