A hydro test facility is a private business. Whne someone brings in their private property, they have no legal authority to destroy it by drilling a hole in it.

As to steel scuba cylinders and drilling, no thickness of steel could ever prevent someone from drilling into it with any half-assed high speed steel drill bit.

I personally think anyone who tries to plug a drilled hole in a tank and then sell it as good shoold be shot, drawn and quartered, hung, then he or she should be taken to Detroit.
