It might be that they only complain if you have to clear customs and not if you are just changing planes. Of course it would be a bummer to miss a connection, forget about the knife while clearing customs on the way to a hotel and then find out. :-O

BTW it was really interesting on my trip to PNG this year flying through Oz and PNG. In the States if you try to carry on a canister light they look at you as if you were trying to smuggle a martian death ray. Over there they just give you a friendly reminder to disconnect the battery to avoid accidentally turning it on.
