Yes, I would go but watch your environment, i.e. don't leave the resort and don't trust anyone. THe philippines is awesome diving for the money. I just spent 2 weeks in Mindinao and saw pgymy seahorses, blue ribbon eels, turtles, neopolean wrases, mandarin Gobies, etc. Some parts are damaged, but they are getting better protecting the reefs and it's definately a good deal for the costs.

the philippines is filled with europeans. Just watch yourself and you should be fine (no promises).
