They may not want people strianing to get back on the boat with waights on to make the dive day more relaxing for customers.
Besides diving is supposta be fun and for a new person thats going out for his or her first couple dives this does'nt want to seem like work at first till they get used to hoisting all the stuff back on the boat.
It is easier with no waights on but does take longer.
It also may depend on the swell too, top heavy people fall easier with more waight on than just there BC and tank.

Plus people like to be waited on if someone asks if they can take your waight belt for you it's kind like good sevice at a hotel I think:)
