Usually one wears both depth/gauge bottom timer and also a dive watch to time deco. Certainly buddies act as backup and prepared to run planned deco if hand-off is necessary. Primary person running deco having been discussed and assigned prior to diving. I however do not know the incidents you are claiming and so cannot discuss failures/merits of their actions.
