PADI policy or not, the Captain's word is LAW on the boat...period, end of discussion. As mentioned in one of the other posts, I might be able to see it if a person has a temporary back problem, but if this is the case, they should make the captain aware of the condition before ever entering the water and make arrangements at that time. Having said that, I'd question the reasonableness of a person diving with such a problem in the first place. And yes, I have back problems myself.
