One of the PADI Skills Standards is to "remove the weight system at the surface."

It says NOTHING about giving the weights to a boat crew on the swim step. It only says "remove" the weights. It sounds like the two instructors you are referring to have decided after their students remove their weights, they should hand them to the crew. This is certainely not a requirement or a PADI Standard.

I have my students "replace" their weights after they complete the removal skill.
