the procedures were followed...in fact, the hydro test facility even called the engineer at pst and asked about the situation...
i forwarded all the information that pst requested and our inquiries were "lost"
in my honest opinion, it's just life, sometimes there's just a bad batch of steel..
i'd be happy to talk to anyone about specifics...call me at 310.828.2916 and ask for mike
