doesn't sound to me like you're dealing with a padi issue....sounds like you're dealing with an issue between the charter company and the charter-master and what your contract spells out...
doesn't your agreement list what duties your boat and crew will provide during a charter and don't you require your charter-master to provide what is expected of them????
it sounds like a good agreement between the two parties was not reached prior to the trip and the divers suffered because of that...
