What I would do is make a weekend out of it and stay at one of the lodges or inns. I'm sure Admiral Linda would be down for that. The pier is just west of the town of Point Arena. There is a road that you turn onto in the middle of town to get to the pier.
They charge $20 to put in and retrieve and parking is free.
If you need the coords for the Rock let me know or I'm sure you could find it online. There is also a big offshore reef/bank south of Point Arena that looks like a very interesting place to check out.
