There was nothing wrong with where you were parked! The manager Fat Frank is just a A**hole.
Since Fat Frank is just the lackey of the owners it confirms that the owners of the landing don't want divers there. Thus if you go there to dive; DO NOT SPEND ANY MONEY IN THE 22ND STREET LANDING OR RESTAURANT.
