The LAW allows the Captain to limit liability because he relied on the Dive Shop / Dive Master. Reasonable in my opinion. Yet the Coast Guard holds only the Captain responsible - granted, because they probably do not have any authority over anyone but the Captain. And people wonder why some of us just shake our heads in amazement at the actions of one of the government agencies that is suppose to protect us. Don't know about any else out there - BUT I sure sleep better at night knowing we are all being "protected".
