Overcrowding on charters is usually the fault of the group/shop chartering the vessel, unless it is an open boat. Most charters are for a fixed price (with some exceptions). If it is overcrowded it is because the shop that chartered the vessel choose to put more people on to make more money.
One of the reasons Sea Divers charters are so nice is that they are never overcrowded. The club chooses to limit the load so such things will not occur.
