They are there in the day time. It looks like people put them in and plan to come back for them later. They are all over the place. The ropes from the nets get tangled in the kelp. When you swim through it and get caught in the kelp - it doesn't break. I saw at least 5 unattended ones at Long Point last weekend. Put your hoop nets out, park your boat in the harbor, get your nets later is how I sized it up.
