A few years ago I did some diving here with a engineer from Finland. He said most of the diving in that area is wrecks, and the visibility is usually poor.
The West coast of Norway is about a 7 hour train ride from Stockholm. The pictures I have seen of the diving there were beautiful, both offshore and in the fiords. It looks like pictures from Alaska.
I have not dove in either place, but have spent time in both.
Sweden (except for Malmo) is almost to perfect, and it is very flat. The fiords, mountains, and waterfalls of Norway are incredible.
