No, you definitely do NOT need a commercial marine collectors permit (which I have for other reasons and which also requires a commercial fishing license) for this. Officially, I think you’d need to have a fishing license for the non-commercial "take" of anything although I’ m not positive. It would be a pretty zealous warden who cites you for a shell less than an inch long even if they saw it.

I should point out for N. Cal. divers that A. versicolor goes from Northern Baja up to British Columbia so A. lineata might be found anywhere in the State’s marine waters.
