Elaine, all I am trying to say is why put the burden of the cost of running the chamber on the dive boat captains? Are they the ones who benefit most and directly from the chamber? Are they the only ones who profit from divers? I would say the landing operators make more than the captains, and so do the oil companies who sell the boats the diesel.

I know we need the chamber, and the few hours it saves by being there makes a big difference in the recovery, but lets put the burden on the divers, not the captains.
