I haven't heard about any road closures north of Jenner, I think it may be fine. I would call Caltrans and see what the report is.
You need a boat to get to arena Rock. The buoys have to read 2-4 feet and the wind needs to read 5-10 kts variable or less or I wouldn't waste my time. I'd also pick a day when the tidal exchange is minimal or else the currents are horrendous. Trying to line up these three factors is always the problem.
The coast is actually starting to clear a bit but we're supposed to get slammed again friday and it'll continue for another 10 days after that.
