A good bok is "Seashore Plants of Southern California" by E. Yale Dawson. It is no longer in print and the author died in a diving accident, but the book can still sometimes be had at Amazon.com

They are harder to identify from a single photo due to this. On a guess I'd say Gigartina harveyana.
