Does one of the coldest springs on record have any affect on the diving in SoCal?

I know that all the tropical plants growing in SoCal have remained dormant, and are really suffering with all of the cold weather (although they are appreciating the rain) but what about underwater? Are the sea temperatures unusually cold, and the fish not used to it, or is it just the same? From the dive report photos the background vegetation looked very lush though.
