That boating industry doesn't regulate themselves.

However, the scuba diving industry DOES, via organizations like PADI, NAUI- oh, you know all the rest.

Anybody with money can go buy a boat and start using it.

Anybody can buy dive gear, but they'll (hopefully) have a tough time getting an air fill or renting a tank without showing proof of training or certification.

And that's the difference. If the scuba diving industry didn't regulate itself, the government would probably step in to do so.
And because the boating industry DOESN'T self-regulate, the government will probably intervene.
