The last guy who hit me didn't have a license or citizenship or insurance. Then he wanted to sue me for me swerving in front of him (I was avoiding a car that was spinning across the interstate). Making a law and getting people to follow it are two vastly different things.

If the boating course is serious, then it would likely be really expensive. If it's an internet thing, then it probably wouldn't do much good anyway.

This one doesn't have an easy solution. I think the best we can do is have minimum age requirements and enforce the laws that we already have.
