Considering any illegal alien can buy a real valid California Drivers license and California identification card issued by the DMV for $400 in McArthur Park. We know how our immigration laws have stopped all illegal immigration and all our drunk driving laws have stopped all drunk driving...from all these things we know that taxing boaters, um, er, "boater proficieny" laws will stop all boating accidents. Thank goodness we have the goverment to protect us from ourselves..... You're probably far more likely to be killed by an improperly licensed illegal alien driving on the street ignoring our drivers license laws then from being hit by another boat while diving.
