the majority of the diving in bali is boat diving, not beach diving. the dives that are from the shore (e.g. - tulamben wreck), people carry your tank and gear right up to the edge of the shore, and there are no waves.

I also found bali to be the least crowded diving that I've done in my life. that is because its so easy to dive where you want, when you want.
