They should be so steep that it will truely punish the offender. Second, a record should be kept of all cases so that repeat offenders are identified. The most disturbing aspect is the idea that very few offenders get caught. Kind of like speeding in a car. While the individual fine might appear "sufficient", when you factor in the probability of being caught the actual fine per infraction is small. JMO
