Camping is not only allowed at the Hermit's Gulch Campground in the back of Avalon Canyon by the Wrigley Botanic Garden, it is encouraged as a low cost option (at least by starving marine biologists like myself). Camping is also allowed at Little Fisherman's (near Two Harbors), Little Harbor, Parsons' Landing and Mt. Black Jack.
