We've been to both. Roatan was very cheap. The diving was easy. We did an all inclusive at Fantasy Island, which was cheap = 3 dives a day and all the shore diving we wanted. They brough tthe tanks out and picked them up. Easiest shore diving I've ever done. When we were there the fish were very little which was disappointing. We loved Scuba Club Cozumel which many people rave about. Very nice club. But, as Coral Cuts says, there's allot of people at Cozumel. There is a llot of night light. Shopping. More varied diving. It's also not hugely expensive. Either trip is a good one. Happy diving!
