I liked the boat dives at Cozumel much better than Roatan. The beach diving in roatan is nice because the reef is right there.
Cozumel is a very nice city with a good standard of living, Roatan is just dirt poor.
The fish life is much better in Cozumel with many good sized fish, Roatan has many tiny fish but seems fished out, it is a better spot for macro.
