I believe that in The Meyer-Overton Theory, they found that the greater the solubility of a gas within the fatty tissues, the more potent the effect of the narcosis. It is my understanding that gas becomes more soluable when the temperature drops. This accounts for the increased narcosis experienced when diving in cold water.
