My guess is inspired gas is sufficiently warmed by upper resperatory tract and circulatory transit that by the time dissolved N2 reaches brain temperature related solubility differential is marginalized. Doesn't mean you don't get more buzzed in cold water, but I'm not clear on mechanism.
