In 2000, PADI said it had 526,904 "new diver" certs worldwide, and 854,052 certs total worldwide. So the new-diver certs accounted for slightly under 2/3 of all the certs issued that year. Cumulatively from 1967 to 2000, PADI says it issued 10,151,841 certs (which would have included higher certs).
