There are several groups working to sink artificial reefs in
California. The umbrella orgnaization is California Ships to Reefs.
Local sink groups include:

http://www.oceansfoundation.org/ (Northern California Oceans Foundation)
http://www.sunkentreasures.org/ (Southern California Sunken Treasures)
http://www.ococeanfoundation.com/ (Orange County Ocean Foundation)
http://www.sdoceans.org/ (San Diego Oceans Foundation, who sank the Yukon)

This is not a quick or cheap process. It takes several years to
get all the approvals and prepare a ship to be clean and safe.
