From land, I'd recommend the walking/bike path from Monterey
Coast Guard Pier over to Fisherman's Wharf and Wharf II. It's
a very pleasent walk, with lots of other stuff to see, and a
good chance of seeing otters. Also walk out each of the three
wharfs. It's kinda touristy but still fun.

From a boat, there's usually a raft of 4-8 otters on the
shale beds. The kayak rental folks tell you not to go over
there.
